Who created the comic book character Edison Bell, and how long did it run?

According to the Grand Comic Book Database at www.comics.org the "Edison Bell, Boy Inventor" series ran from 1940 to 1950, in Blue Bolt Comics and other titles by Novelty Press. The artist was Harry Ramsey, but the writer is unknown (though one biography of writer Mickey Spillane states that he wrote at least some Edison Bell stories).
If you read the biographical sketches at http://www.accomics.com/accomicsgoldenage/fush.htm and http://www.comic-art.com/bios-2/spillane.htm you'll see that Mickey Spillane and Ray Gill take credit for writing "a ton" of Edison Bell stories... but neither of them claims to be the original creator.
